Dr. Bill Braithwaite dedicated his career to improving the quality and efficiency of healthcare for patients and practitioners through information technology, but is best known as the author of the Administrative Simplification Subtitle of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and as a leader and major contributor for the subsequent regulations setting federal standards for transactions, code sets, identifiers, security, and privacy of personal health information.

He served as staff to the President' Information Technology Advisory Council (PITAC), as the Vice Chair of the ANSI Health Information Technology Standards Panel (HITSP), and as technical adviser to the Health Information Security and Privacy Collaboration (HISPC).

As an independent consultant for the past decade, he has provided strategic advice on health information policy and served as an expert witness in HIPAA privacy and security related legal cases.
